Rename PM_RECOVERY_CONSISTENT and PMSIGNAL_RECOVERY_CONSISTENT.

The new names PM_HOT_STANDBY and PMSIGNAL_BEGIN_HOT_STANDBY more accurately
reflect their actual function.
