Allow a tool to have a separate monaco editor for it's stdinput (#2785)
* Allow a tool to have a separate monaco editor for it's stdinput
* Fix bugs identified during code review.
- Selection wasn't being persisted in state.
Needed to do some kind of ugly things to make this work...
- Closing and re-opening the panel wasn't persisting the input!
- getToolInputViewWith -> getToolInputView
- remove _currentDecoration
