CREATE/DROP/COMMENT ON OPERATOR take qualified operator names directly, for example CREATE OPERATOR myschema.+ ( ... ). To qualify an operator name in an expression you need to write OPERATOR(myschema.+) (thanks to Peter for suggesting an escape hatch).
