Convert assorted internal-ish datatypes, namely aclitemin,
int2vectorin, oidin, oidvectorin, pg_lsn_in, pg_snapshot_in,
and tidin to the new style.
(Some others you might expect to find in this group, such as
cidin and xidin, need no changes because they never throw
errors at all. That seems a little cheesy ... but it is not in
the charter of this patch series to add new error conditions.)

Since these macros just cast whatever you give them to the designated
output type, and many normal uses also cast the output type further, a
number of incorrect uses go undiscovered. The fixes in this patch
have been discovered by changing these macros to inline functions,
which is the subject of a future patch.

Those data types use parsing and/or calculation wrapper routines which
can generate some generic error messages in the event of a failure. The
caller of these routines can also pass a pointer variable settable by
the routine to track if an error has happened, letting the caller decide
what to do in the event of an error and what error message to generate.
Those routines have been slacking the initialization of the tracking
flag, which can be confusing when reading the code, so add some
safeguards against calls of these parsing routines which could lead to a
dubious result.
The LSN parsing gains an assertion to make sure that the tracking flag
is set, while numeric and float paths initialize the flag to a saner
state.

Using PG_RETURN_LSN() from non-fmgr pg_lsn_in_internal() happened to
work on some platforms, but should just be a plain "return".

Instead of calling pg_lsn_in() in check_recovery_target_lsn and
timestamptz_in() in check_recovery_target_time, reorganize the
respective code so that we don't raise any errors in the check hooks.
The previous code tried to use PG_TRY/PG_CATCH to handle errors in a
way that is not safe, so now the code contains no ereport() calls and
can operate safely within the GUC error handling system.
Moreover, since the interpretation of the recovery_target_time string
may depend on the time zone, we cannot do the final processing of that
string until all the GUC processing is done. Instead,
check_recovery_target_time() now does some parsing for syntax
checking, but the actual conversion to a timestamptz value is done
later in the recovery code that uses it.

backend/utils/hash/hashfn.c.
access/hash is the place for the hash index AM, not really appropriate
for generic facilities, which is what hash_any is; having things the old
way meant that anything using hash_any had to include the AM's include
file, pointlessly polluting its namespace with unrelated, unnecessary
cruft.
Also move the HTEqual strategy number to access/stratnum.h from
access/hash.h.
To avoid breaking third-party extension code, add an #include
"utils/hashutils.h" to access/hash.h. (An easily removed line by
committers who enjoy their asbestos suits to protect them from angry
extension authors.)

This will be useful for hash partitioning, which needs a way to seed
the hash functions to avoid problems such as a hash index on a hash
partitioned table clumping all values into a small portion of the
bucket space; it's also useful for anything that wants a 64-bit hash
value rather than a 32-bit hash value.
Just in case somebody wants a 64-bit hash value that is compatible
with the existing 32-bit hash values, make the low 32-bits of the
64-bit hash value match the 32-bit hash value when the seed is 0.

This avoids additional translatable strings for each distinct type, as
well as making our quoting style around type names more consistent
(namely, that we don't quote type names). This continues what started

This is needed to allow ORDER BY, DISTINCT, etc to work as expected for
pg_lsn values.
We had previously decided to put this off for 9.5, but in view of commit
eeca4cd35e284c72b2ea1b4494e64e7738896e81 there's no reason to avoid a
catversion bump for 9.4beta2, and this does make a pretty significant
usability difference for pg_lsn.

This includes removing tabs after periods in C comments, which was
applied to back branches, so this change should not effect backpatching.

Change input function error messages to be more consistent with what is
done elsewhere. Remove a bunch of redundant type casts, so that the
compiler will warn us if we screw up. Don't pass LSNs by value on
platforms where a Datum is only 32 bytes, per buildfarm. Move macros
for packing and unpacking LSNs to pg_lsn.h so that we can include
access/xlogdefs.h, to avoid an unsatisfied dependency on XLogRecPtr.

LSNs, and clean up some perhaps ill-considered macro names.
