Configure: fixed static compilation with OpenSSL 1.1.1.

OpenSSL now uses pthread_atfork(), and this requires -lpthread on Linux
to compile.  Introduced NGX_LIBPTHREAD to add it as appropriate, similar
to existing NGX_LIBDL.
