[RELEASE] Released version 1.3.12.4 with the following main changes :
    - Handle long lines properly
    - silent warning about LIST_* being redefined on OpenBSD
    - fix calls to localtime()
    - fix error checking in strl2ic/strl2uic()
    - fixed 2 typos in haproxy-en/fr
    - make default_backend work in TCP mode too
