[RELEASE] Released version 1.3.15.7

Released version 1.3.15.7 with the following main changes :
    - [BUILD] fix MANDIR default location to match documentation
    - [BUG] critical errors should be reported even in daemon mode
    - [BUG] do not dequeue requests on a dead server
